Legal Empowerment

The CLEC’s Legal Empowerment Program (LEP) increases the active participation of target beneficiaries (communities who heavily depend on land and natural resources (LNR), LNR activists/human rights defenders, youths and community-based paralegals) in efforts to enable the national and sub-national authorities to demonstrate more their transparency and accountability toward LNR tenure security of vulnerable communities including those at the coastal areas that are their fundamental sources of livelihoods.

The LEP also strengthens the understanding in general of the processes and the national and international legal/policy frameworks; in particular, LNR Management (LNRM), the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT), Business and Human Rights (BHR) and Corporate Social Responsibility (CSR) frameworks to promote LNR good governance to all LNR actors, so that it increases the opportunity for them to engage and complement each other in response to both the development policy of the government and the needs of the vulnerable communities to address LNR issues in an effective and speedy manner.

The LEP provides legal education including the training and awareness raising, and periodical reflection, networking and LNR synergic workshops in which it facilitates venues for target beneficiaries, governmental authorities, private sector and other stakeholders to mobilize support to improve civic engagement where all actors come altogether to raise, discuss and solve LNR cases/issues and related policies in the form of multilateral dialogue or peace table or mobile mediation in a transparent and accountable manner.
